The Department of Ambulatory Care Services at SUNY Downstate Health Sciences University is seeking a full-time Assistant Vice President.
The Assistant Vice President of Ambulatory (AVP) reports directly to the Senior Associate Vice President of Ambulatory Care Services. The AVP will be an RN with a finance background providing oversight for all clinical/nursing staff in the following departments: hospital-based (including the infusion center) and offsite clinics (including outpatient dialysis) and the school-based clinics. admitting department which includes the registrars and clerks performing registration in ambulatory service, pre-surgical testing, the emergency department, OPD laboratory, and the Labor and Delivery registration areas.
The Assistant Vice President Ambulatory of Ambulatory Care is directly under the umbrella of the UHB Ambulatory Care Division.
Reporting directly to the Senior Associate Vice Present for Ambulatory Care, the Assistant Vice President of Ambulatory Care will be responsible for providing direction and coordination of the front-end finance operations at all UHB clinical sites to ensure maximization reimbursement and cash flows while improving patient, physician, and staff satisfaction. The staff in these functions include the registrars and in some places the clerks in ambulatory services, pre-surgical testing, the emergency department, OPD laboratory, and the labor and delivery registration areas.
In addition, the Assistant Vice President of Ambulatory Care will assist with oversight of the hospital front-end revenue functions and for ensuring maximum reimbursement through the registration and financial screening processes and assist in reviewing various information technology platforms as necessary.
The primary responsibilities of the Assistant Vice President of Ambulatory Care should include, but not limited to, the following:
- Direct supervision of the nurse managers who oversee the provision of care to the patients in the service in ambulatory areas
- Assist as needed with planning and directing registration, patient insurance, and data processing to ensure accurate patient billing and efficient account collection.
- Establish and maintain regular administrative rounds in the various hospital-based/off-site clinics and school-based clinics. Rounding to include the review of the facility’s compliance with the various regulatory agencies, to include ACGME regulatory requirements, and standards within patient care.
- Improve patient access to UHB’s clinical services.
- Assist in the development and overseeing business systems and work with information technology to ensure timely and accurate information. Identify opportunities for improving front-end process flows.
- Develops process controls and senior management reports for ongoing quality control across all patient access areas. Monitor input of front-end information systems.
- Ensures ongoing training of staff on new regulatory requirements, as applicable.
- Work with the managed care office and primary care liaisons to open and maintain lines of communication between hospital and outside providers/plans.
- Works with management team to identify strategic IT needs and establishes priorities for upgrades and modifications in line with organizational goals.
- Develops, recommends coordinates, and implements new or revised procedures, policies, programs, and equipment to ensure IT effectiveness. Monitor supplies/equipment from clinical support areas. Monitors and processes outside vendor contracts within allotted designated time frames.
- Participate in community relations activities to include overseeing processes to educate patients and their families on patient rights, developing of an informational brochure for the community.
- Assist in the development of goals and implementation of strategies necessary for the operation of patient access and ambulatory care clinics and monitor quality improvement initiatives to include but not limited to patient satisfaction, physician satisfaction, patient thruput.
- Assists in the development and monitoring of the department’s operational budget.
- Supervise personnel including time and attendance, scheduling, and performance improvement.
