Job Summary:

The Department of Clinical Laboratories at SUNY Downstate Health Sciences University is seeking a full-time Quality Systems Manager/TH Associate Technical Director. The successful candidate will: 

  • Assume responsibility for compliance with laboratory regulatory standards of federal, state, and other regulatory agencies, e.g. CAP, New York State Department of Health, and Joint Commission. 
  • Assist in designing, validating, and maintaining the technical accuracy and medical reliability of laboratory tests in designated laboratory section(s). 
  • Ensure communication, training competency assessments, and ongoing compliance monitoring with all requirements of the laboratory's Quality Management System, including: 
    • Management of adverse outcomes and non-conformities. 
    • Quality indicators for monitoring the laboratory's contribution to patient care such as monitoring of turnaround time. 
    • Tracking results of the continuous improvement process
    • Participation in on-site surveys. 
    • Appropriate management of the results of the on-site survey. 
    • Monitoring performance in proficiency testing if indicated.
    • Review and revise laboratory procedures to ensure continuous quality improvement outcomes.  
    • Qualifications, responsibilities, authority, and interrelationships of all personnel competent persons conversant with the purpose, procedures, and assessment of results of the relevant examination procedures. 
    • Maintain and update hospital and departmental policies and procedures for the operation of the UHB laboratories, as needed. 
    • Lead and monitor education efforts for laboratory improvement initiatives. 
  • Assist in providing clinical and administrative oversight of the UHB laboratories. 
  • Participate in departmental, hospital and medical center-based committees and meetings related to quality management. 
  • Duties and responsibilities are not limited to the above description. 

Required Qualifications:

  • Master's Degree in Clinical Laboratory Science. 
  • 6-8 years of experience in Quality System Management, including 6-7 years in a supervisory/administrative capacity.
  • New York State Laboratory Technologist License.  

Preferred Qualifications:

  • ASCP certification or equivalent.

Commensurate with experience and qualifications
