Job Summary:

The Department of Facilities Management and Development at SUNY Downstate Health Sciences University is seeking a full-time Deputy Director of Design and Construction/Coordinator of Field Services.

The Deputy Director of Design and Construction will be responsible for review of architectural and/or engineering design services, field troubleshooting, providing state and local code interpretation to staff for Downstate Health Sciences University. This position reports to the Director of Design and Construction. The successful candidate will:

  • Have a demonstrable understanding of mechanical, plumbing, electrical and general construction drawings.
  • Be able to provide interpretation, review and commentary of submissions for conceptual planning, design and construction documentation for projects within Design and Construction.
  • Participate in the selection process for Contractors and Consultants for various projects, supervision of Design Consultants, managing Contractors for Hospital and Academic renovation projects.
  • Ensure that applicable codes are observed in design documents for both Hospital and Academic projects including but not limited to New York State Building Code, SUCF Program Directives, SUNY Sustainability requirements and NYS Executive Order Directives.
  • Work closely with Physical Plant in establishing Design Safety & Quality Assurance Standards.
  • Support Physical Plant on technical assessments and troubleshooting.

Additionally, the specified responsibilities and duties of the position will:

  • Prepare and/or review design contract documents such as drawings, specifications, and equipment selection for construction and renovation projects.
  • Serve as the SUNY Downstate Health Sciences University New York State Code Enforcement Official.
  • Meet with Campus Administrators to develop project scope, programming, budgets, schedules and the coordination of project activities with Hospital and Academic Leadership.
  • Work with the Director to establish and develop departmental plans for major alterations and system modifications to existing facilities, provide program requirements and preliminary designs for use by outside Architectural & engineering consultants including State University Construction Fund.
  • Recommend alterations and assist the Director of Design & Construction to prepare budgetary analysis and feasibility studies when required.
  • Develop Infection Control Risk Assessments before and enforces Interim Life Safety Measures during construction.
  • Support senior level managers, supervise and support activities of the architectural and engineering staff.
  • Perform Site Inspections and issue result reports.
  • Work with facility project managers regarding efficiency and use of building products in renovations or new construction. Working towards the greater use of "GREEN" sustainable products and cost-efficient products.
  • Assist the Director of Design & Construction furnishing technical engineering advice to Facilities Plant Operations, interpreting record drawings and analyzing field conditions.
  • Prepare cost estimates - budgetary, preliminary cost estimates including architectural, electrical, mechanical, plumbing equipment replacements and modifications to existing systems and renovations. These cost estimates will be used for Capital Budget preparation, Contracts, and estimating available in-house material and personnel resources.

Other Duties

Departmental Coordination:

  • Review Project Requests submitted through the website, visit the location to help determine scope of work and ascertain the validity of the Project Request.
  • Review Project Manager workload. Determine Project assignments.
  • Supervise Project Managers involved in the day to day planning & design. Direct the Project Managers regarding their Project Progress.
  • Provide leadership, communication, quality assessment and review of budgeting with regards to renovations or new construction.
  • The incumbent must be able to generate Project Status Reports on a routine basis.
  • Respond to Departmental inquiries.
  • Coordinate with the FMD Trade Shops regarding project priority and project progress.
  • Attend and contribute both verbally and in writing to Design and Construction Project Meetings.
  • Inspect Construction Sites.
  • Respond to Emergency situations on a 24-hour basis.
  • Act as the Director ‐ Design and Construction in all his duties in his absence and when required.

Code Enforcement Officer’s responsibilities include:

  • Review Construction Documentation for constructability and NYS Code Compliance.
  • Issue Building Permits.
  • Perform visual inspections of construction sites and issue commentary as required.
  • Provide instructions and give direction to ensure code compliance.
  • Conduct inspections as required to close out Building Permits.

Required Qualifications:

  • Bachelor's Degree in Architecture or Engineering.
  • This position requires extensive contact with professionals, i.e., Administration, Doctors, Researchers, etc. on a regular basis, so the incumbent must have strong verbal and written communication skills.
  • Architectural and/or Engineering degree with 10 to 15 years of work experience in design and construction, preferably in Hospital and/or Academic environment.
  • Knowledge of Microsoft Office applications, Microsoft Project, familiar with facilities management software, and AutoCAD.
  • New York State Code Enforcement Officer certification and/or Licensed Professional. If successful incumbent does not have certification, they must obtain Certification within one (1) year of employment start date.
